What role does culture play in Black students performing worse than white students?

We've all heard about the achievement gap — the difference in the way Black and Latino students perform on tests and enroll in college compared to white students. Remember that just last summer, the Education Department said the gap really hadn't budged between 1990 and 2007. Black students as a group lagged behind white students 29 to 33 points in 1990, and they lagged behind 26 to 31 points 17 years later.

There are plenty of logical reasons for this, including the fact that more Black students come from low-income families and that for years and years, those students' parents and grandparents were shut out of many schools. But you don't often see those reasons explained in the mainstream media.
